With Vaadin 14 I also get following error:
com.vaadin.flow.component.internal.ComponentMetaData -
com.vaadin.componentfactory.Tooltip has only @HtmlImport annotation(s) which is ignored in Vaadin 14+

The version 1.2.2 supports now Vaadin 14 npm mode as well, the older versions worked only in compatbility mode.
