Regularly I face in such problem - “Message Boards is temporarily unavailable.” Though short type messages “Test” it is possible to keep in “Draft”. With what can be connected? The last couple of days a forum works it is astable.
For example, this message was possible to publish, and some other, more important for me - isn’t present.

with this information my best guess would be that the messages you are unable to publish contain some special characters that the message boards portlet cannot handle.
