Grid DefaultCacheStrategy min/max from server code

I notice that DefaultCacheStrategy in grid is not configurable in server side at all.
As a workaround there is addon including client cache fine tuning available

Question is why DefaultCacheStategy min/max in not made configurable by default?
Sometimes if backend Container is "heavy" 3-4 times(before/after) more than visible data is quite lot
